It is now lending money to cell plants, screening where batteries are made, and letting member states s tack national aid on top. Here is the policy map, with primary sources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Note for readers:<\/strong> This briefing is current as of 2 September 2026. National windows open and close quickly; always check the official pages before making investment or purchase decisions.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">Europe\u2019s lithium-ion battery market is being shaped by three layers of public money. The first is <strong>EU industrial finance<\/strong> for cell plants and raw materials. The second is <strong>national EV purchase aid<\/strong>, which still moves demand but is now income-tested and, in several countries, tilted toward European cells. The third is <strong>storage support<\/strong>, which is turning batteries into a grid asset as well as a car component.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That shift matters. For years, Europe tried to build a battery industry mainly with research grants, Important Projects of Common European Interest (IPCEIs), and consumer rebates. In 2025\u20132026 the Commission added a more direct instrument: interest-free loans for factories that are already climbing toward commercial scale.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">1. The EU layer: the Battery Booster is the headline<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On 16 December 2025 the Commission adopted a <a href=\"https:\/\/eur-lex.europa.eu\/eli\/C\/2026\/682\/oj\/eng\">Battery Booster Strategy<\/a>. First awards and first payments are meant to land before the end of 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same package also earmarks up to <strong>\u20ac300 million<\/strong> for critical raw materials in the battery chain \u2014 lithium, cobalt, nickel, manganese and graphite \u2014 on top of projects already labelled strategic under the <a href=\"https:\/\/single-market-economy.ec.europa.eu\/sectors\/raw-materials\/areas-specific-interest\/critical-raw-materials\/critical-raw-materials-act_en\">Critical Raw Materials Act<\/a>. That upstream money sits beside the Booster itself in the <a href=\"https:\/\/eur-lex.europa.eu\/eli\/C\/2026\/682\/oj\/eng\">Battery Booster Strategy communication<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What came immediately before the Booster<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Booster did not appear in a vacuum.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In December 2024 the Innovation Fund opened a dedicated battery-cell call of about <strong>\u20ac1 billion<\/strong>. In July 2025 the Commission awarded <strong>\u20ac852 million<\/strong> to six cell-manufacturing projects in France, Germany, Sweden and Poland. The <a href=\"https:\/\/www.eba250.com\/european-battery-alliance-welcomes-e852-million-in-swift-eu-funding\/\">European Battery Alliance summary<\/a> lists Automotive Cells Company and Verkor in France, Cellforce Group and Leclanch\u00e9 in Germany, NOVO One in Sweden, and LG Energy Solution in Poland.<\/li>\n\n\n\n<li>A further <strong>\u20ac200 million<\/strong> from the Innovation Fund was added to <a href=\"https:\/\/investeu.europa.eu\/index_en\">InvestEU<\/a> as loan guarantees for the battery value chain.<\/li>\n\n\n\n<li>Two battery IPCEIs, approved in 2019 and 2021, authorised more than <strong>\u20ac6.1 billion<\/strong> in national state aid across the chain, from materials to recycling. The Commission recaps that history in the same <a href=\"https:\/\/eur-lex.europa.eu\/eli\/C\/2026\/682\/oj\/eng\">2026 strategy communication<\/a>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">The rules that now sit behind every national EV rebate<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Two legal texts are changing how member states may spend money:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>De <a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2023\/1542\/oj\">EU Batteries Regulation (EU) 2023\/1542<\/a> \u2014 carbon-footprint declarations, recycled-content targets, due diligence and, over time, a battery passport.<\/li>\n\n\n\n<li>De <a href=\"https:\/\/single-market-economy.ec.europa.eu\/industry\/sustainability\/net-zero-industry-act_en\">Net-Zero Industry Act<\/a> \u2014 from January 2026, new or updated EV support schemes must include <strong>resilience and sustainability criteria<\/strong>. In practice, that is the legal hook for \u201cmade in Europe\u201d weighting.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">De <a href=\"https:\/\/competition-policy.ec.europa.eu\/state-aid\/legislation\/clean-industrial-deal-state-aid-framework_en\">Clean Industrial Deal State Aid Framework (CISAF)<\/a>, applied from 25 June 2025, also makes it easier for governments to subsidise manufacturing of batteries and other net-zero technologies until 2030.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2. National purchase subsidies: still large, no longer universal<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Consumer bonuses still matter because they pull cell demand forward. They are no longer a flat cheque for anyone who buys a battery car.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A useful official dashboard for country-by-country EV incentives is the Commission\u2019s <a href=\"https:\/\/alternative-fuels-observatory.ec.europa.eu\/\">European Alternative Fuels Observatory (EAFO)<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Germany: up to \u20ac6,000, income-tested<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Berlin restarted purchase aid in 2026 after dropping the old Umweltbonus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Official pages:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.bundesregierung.de\/breg-de\/aktuelles\/e-auto-kauffoerderung-2403088\">Federal government explainer: up to \u20ac6,000<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.bundesumweltministerium.de\/en\/grant-for-electric-vehicles-evs\">English summary from the Federal Environment Ministry<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.bafa.de\/DE\/Energie\/Energieeffizienz\/E-Auto_Foerderung_2026\/Foerdervoraussetzungen\/Foerdervoraussetzungen_node.html\">BAFA eligibility rules<\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Core terms:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Budget: <strong>\u20ac3 billion<\/strong> from the Climate and Transformation Fund, 2026\u20132029, enough for an estimated 800,000 vehicles.<\/li>\n\n\n\n<li>Who can apply: private individuals only.<\/li>\n\n\n\n<li>What is eligible: new M1 cars first registered in Germany from 1 January 2026; purchase or lease; 36-month holding period.<\/li>\n\n\n\n<li>Base rate: <strong>\u20ac3,000<\/strong> for battery-electric and fuel-cell cars; <strong>\u20ac1,500<\/strong> for eligible plug-in hybrids and range-extenders.<\/li>\n\n\n\n<li>Top-ups: \u20ac500 per child (max two children), plus income adders. A low-income household with two children can reach <strong>\u20ac6,000<\/strong> on a BEV.<\/li>\n\n\n\n<li>Taxable household income is generally capped around <strong>\u20ac80,000<\/strong>, rising to <strong>\u20ac90,000<\/strong> with children.<\/li>\n\n\n\n<li>Plug-in hybrids and range-extenders are only aided until 30 June 2027, and only if they emit no more than 60 g CO\u2082\/km or offer at least 80 km of electric range.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Germany also extended the vehicle-tax exemption for pure EVs. Cars first registered through 2030 can stay exempt for up to ten years, but not beyond 31 December 2035. See the <a href=\"https:\/\/www.bundesregierung.de\/breg-de\/aktuelles\/e-autos-steuerfrei-2389328\">federal government tax note<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">France: a social bonus plus a European-battery top-up<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">France replaced the old ecological bonus with a \u201ccoup de pouce\u201d financed through energy-saving certificates, then added a separate <strong>battery premium<\/strong> for cars whose cells are European. The premium is stackable, applies to purchase or long-term lease, and is limited to cars priced at or below \u20ac47,000 and weighing under 2.4 tonnes. Amounts vary by manufacturer and household type, commonly in the \u20ac1,000\u2013\u20ac2,000 range for the European-cell adder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy logic is explicit: public money should follow European cells, not just a European badge on the tailgate. The <a href=\"https:\/\/alternative-fuels-observatory.ec.europa.eu\/\">EAFO country pages<\/a> and French government bonus communications are the places to check current model lists, because eligibility changes when a carmaker switches cell suppliers.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Italy: scrap-and-replace, up to \u20ac11,000 for households<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Italy\u2019s scheme was formalised by a Ministry of Environment and Energy Security decree of 8 August 2025. The <a href=\"https:\/\/alternative-fuels-observatory.ec.europa.eu\/general-information\/news\/italy-launches-new-ev-incentive-programme-offering-eu20000\">EAFO write-up<\/a> is the clean official-adjacent summary.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Envelope: about <strong>\u20ac597.3 million<\/strong> under the recovery plan, until mid-2026.<\/li>\n\n\n\n<li>Target: replace around 39,000 older combustion vehicles.<\/li>\n\n\n\n<li>Households: up to <strong>\u20ac11,000<\/strong> if ISEE is \u20ac30,000 or less, or <strong>\u20ac9,000<\/strong> if ISEE is between \u20ac30,000 and \u20ac40,000, when buying a new BEV and scrapping a Euro 5 or older car.<\/li>\n\n\n\n<li>Micro-enterprises: up to <strong>\u20ac20,000<\/strong> on a new electric light-commercial vehicle, capped at 30% of the purchase price.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Spain: MOVES III is over; Auto+ and PERTE VEC take the load<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">On 3 December 2025 Prime Minister Pedro S\u00e1nchez presented <a href=\"https:\/\/www.lamoncloa.gob.es\/lang\/en\/presidente\/news\/Paginas\/2025\/20251203-spain-auto-2030-plan.aspx\">Spain Auto 2030<\/a>. The demand pillar is <strong>Programa Auto+<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Official government pages:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.lamoncloa.gob.es\/lang\/en\/presidente\/news\/Paginas\/2025\/20251203-spain-auto-2030-plan.aspx\">Spain Auto 2030 launch<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.lamoncloa.gob.es\/serviciosdeprensa\/notasprensa\/industria-turismo\/paginas\/2026\/04082026-industria-ayudas-vehiculos-electricos.aspx\">Industry ministry: Auto+ applications open<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.lamoncloa.gob.es\/serviciosdeprensa\/notasprensa\/industria-turismo\/paginas\/2026\/plan-auto-plus-requisitos.aspx\">Auto+ deadlines and requirements<\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">What the government has put on the record:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u20ac400 million<\/strong> in 2026 purchase aid, of which <strong>\u20ac350 million<\/strong> is the 2026 call for private individuals.<\/li>\n\n\n\n<li>Retroactive to purchases from <strong>1 January 2026<\/strong>.<\/li>\n\n\n\n<li>Line 1 applications run until <strong>31 December 2026, 14:00<\/strong> (peninsular time).<\/li>\n\n\n\n<li>Maximum grants in the published call: <strong>\u20ac4,500<\/strong> for passenger cars (M1), <strong>\u20ac5,000<\/strong> for vans (N1), <strong>\u20ac1,100<\/strong> for electric motorcycles, <strong>\u20ac1,500<\/strong> for quadricycles.<\/li>\n\n\n\n<li>The scheme is centrally run by the Ministry of Industry and Tourism, not by the regions.<\/li>\n\n\n\n<li>Scoring favours zero-emission vehicles and European production.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">On the industrial side, Spain Auto 2030 adds <strong>\u20ac580 million<\/strong> to <a href=\"https:\/\/www.lamoncloa.gob.es\/lang\/en\/presidente\/news\/Paginas\/2025\/20251203-spain-auto-2030-plan.aspx\">PERTE VEC<\/a>, the strategic project for electric and connected vehicles, on top of earlier recovery-fund rounds for battery assembly, cells and recycling. A separate <strong>\u20ac300 million<\/strong> \u201cMOVES Corridors\u201d programme targets public charging on TEN-T gaps.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Smaller markets still use cash, but the map is patchy<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Cyprus<\/strong> remains one of the most generous per-vehicle schemes in Europe, with published support of up to \u20ac12,000 for a new BEV and up to \u20ac19,000 for vulnerable groups. Use <a href=\"https:\/\/alternative-fuels-observatory.ec.europa.eu\/\">EAFO<\/a> for the live figures.<\/li>\n\n\n\n<li><strong>Latvia<\/strong> has been preparing an extension of national EV support under its emissions-allowance auction instrument. The <a href=\"https:\/\/alternative-fuels-observatory.ec.europa.eu\/general-information\/news\/latvia-extend-national-support-electric-vehicle-purchases\">EAFO note on Latvia<\/a> puts the draft budget at \u20ac40 million through 2029, with \u20ac4,000 for a new BEV or PHEV.<\/li>\n\n\n\n<li>Several western markets \u2014 including the Netherlands, Belgium and Austria \u2014 have already ended or sharply cut untargeted purchase grants and now lean on tax treatment, company-car rules or infrastructure.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">3. Factory subsidies: this is where the lithium-battery money really sits<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Purchase bonuses sell cars. State aid builds plants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Hungary<\/strong> has used regional aid and the new CISAF toolbox more aggressively than almost any other member state. In August 2025 the Commission approved <strong>\u20ac264 million<\/strong> in Hungarian aid for Sunwoda\u2019s cell plant in Ny\u00edregyh\u00e1za. In December 2025 it approved a <strong>\u20ac4.1 billion<\/strong> Hungarian scheme for cleantech manufacturing capacity under CISAF. The Commission\u2019s state-aid press material is the primary source for both decisions; search the <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/home\/en\">Commission press corner<\/a> for the Sunwoda and Hungarian CISAF cases. CATL\u2019s Debrecen project is separately planned at a scale that would make it one of Europe\u2019s largest cell sites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Poland<\/strong> is already a production heavyweight because of LG Energy Solution\u2019s Wroc\u0142aw complex. That company\u2019s next-generation cylindrical-cell line was one of the six Innovation Fund winners in 2025. Warsaw is also spending at national level on storage rather than only on cars: a programme of about <strong>PLN 4.15 billion<\/strong> was allocated to 172 large-scale storage projects totalling roughly 3.9 GW \/ 14.5 GWh, with grants covering 45% to 65% of costs depending on company size.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>France and Germany<\/strong> are trying to grow European-owned champions rather than only host Asian plants. ACC and Verkor took Innovation Fund grants. Germany had earlier received Commission approval for a large aid package to Northvolt\u2019s German factory. Those files live in the Commission\u2019s <a href=\"https:\/\/competition-policy.ec.europa.eu\/state-aid\/register_en\">state-aid register<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Spain<\/strong> is using PERTE VEC to keep assembly plants and nearby battery lines in the country as the car industry electrifies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The industrial pattern is now clear. Eastern member states compete on speed, site aid and tax credits. Western member states compete on Innovation Fund awards, IPCEI participation and \u201cEuropean content\u201d rules in consumer schemes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">4. Storage: the second demand curve<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Lithium batteries in Europe are no longer only an automotive story.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Italy is using a long-term storage contracting mechanism, MACSE, with 15-year contracts aimed at four-hour and longer systems. Greece has kept renovation and business storage grants alive under \u201cSave 2025.\u201d Poland\u2019s large-scale tender is the most straightforward capacity subsidy in Central Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Netherlands has not put home batteries into the standard <a href=\"https:\/\/www.rvo.nl\/subsidies-financiering\/isde\">ISDE<\/a> household scheme yet. Instead it is funding battery materials and long-duration storage through the National Growth Fund and paying for flexibility assets that relieve grid congestion. France is trying to improve the business case by reforming capacity-market rules and grid tariffs rather than by writing household cheques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For EU-wide context on storage and flexibility, the Commission\u2019s energy pages and national regulators remain better sources than trade-press round-ups.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">5. How to read the policy if you write about the industry<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Three conclusions are solid enough to put in a close.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>First, Brussels is now financing output, not just research.<\/strong> The Battery Booster is a ramp-up loan for plants that already exist on the ground. That is a different instrument from Horizon grants or even IPCEI aid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Second, demand subsidies are becoming a local-content tool.<\/strong> France\u2019s European-cell premium and Spain\u2019s Auto+ scoring are early examples of the Net-Zero Industry Act\u2019s resilience logic. From 2026, any new national EV scheme is supposed to ask where the battery comes from.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Third, the map is uneven on purpose.<\/strong> Hungary and Poland are concentrating cell gigawatts. Germany and Italy are concentrating socially targeted car cheques. Spain is trying to do both, with a smaller consumer budget and a still-large industrial programme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Europe\u2019s bet works, the next two years will show up in factory utilisation rates, not in the headline size of purchase bonuses. If it fails, the Booster loans will look small next to the cost gap with subsidised Asian supply.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2
