China\u2019s Ministry of Finance, General Administration of Customs and State Taxation Administration jointly issued Announcement No. 20 of 2026 on 16 July 2026, confirming that China will levy consumption tax on lithium-ion batteries and solar cells after more than a decade of exemption. The move ends preferential treatment granted since 2015 and forms part of a broader effort to curb industrial overcapacity, promote technological upgrading and strengthen environmental regulation in two of China\u2019s most strategically important clean-energy sectors.<\/p>\n\n\n\n

The policy is phased. Lithium-ion batteries (along with lithium primary batteries, mercury-free primary batteries, nickel-metal hydride batteries and all-vanadium redox flow batteries) face a 2 % consumption tax from 1 September 2026, rising to the standard 4 % rate on 1 September 2027. Photovoltaic (solar) cells will be taxed at 2 % from 1 April 2027 and 4 % from 1 April 2028. Taxpayers claiming exemption must obtain a product-conformity test report from a CMA-accredited laboratory before the first tax declaration. Input tax paid on taxable intermediate battery products used in continuous production of other taxable battery products may be deducted.<\/p>\n\n\n\n
